Advice Required….raised beds

Hello, I’d like some advice on raised beds planting. We started 2 years ago and the first year had a great year. Kale and broccoli flourished! Sadly, last year and now by the looks of it this year is very poor again. Kale not growing, broccoli only growing tiny heads and starting to bolt already. Leeks not growing at all.. I manured and fed the beds early this year but now at a loss as what to do next. 
Any advice greatly appreciated..

    Did you fill the raised beds with soil or multipurpose compost?  Have you been watering regularly?

    Hi, yes started off with soil and have complimented with compost over the past 2 years, this year adding in manure and fish, blood and bone. Watered regular (plus I’m in N Ireland, so lots of rain)

    Are you rotating the crops, so that you don't grow the same plant family in the same place two years in a row?

    Have you dug a hole or put your hand in the earth to see how wet it is? It happened to me once when I thought I'd watered enough but the bed was so well drained the water just ran through.

    Thank you.
    Moisture isn’t a problem :-) I’ll attempt stricter rotation next season.
    I have a feeling it maybe something to do with soil quality or over planting which may be taking too many nutrients out .
