My Salix Flamingo doesn’t look healthy





What do people think? Does it need cutting back? I was worried about doing this as I can see new buds.

It needs loads of water while it's getting established so give it a weekly water of at least 15 litres, poured slowly so it soaks in and do this all summer. More often in hot dry spells.
It'll take it another year or two to get its roots down deep enough to find its own water supplies so be prepared to water again next year and maybe the year after too depending on what else you have competing with it.
The soil needs to be moisture retentive too, so you may find you'll be constantly watering from spring to autumn if your soil hasn't got that ability to stay moist long enough. Heavy mulching after a thorough soaking, especially at the end of winter wet, will help
