Turf gone all woody and stalky!

We're in a new build and have had our garden landscaped. All looks great, CV with the exception of the lawn. It was new turf and looked great initially but about 6 weeks ago I realised that most of the lawn was actually thick brown stems rather than green blades of grass. I was cutting it to 60mm but have since tried reducing the height, gradually, down to 40mm. I cut it about once a week and water regularly.

Any idea about the cause and more importantly, how do I get a lush lawn back?

    this is about the only time a garden roller is useful. 
    If you haven't got one, you could lay a scaffold board, or plank onto the grass and walk up and down over the plant to " bruise " the stems, this will induce " tillering ", ie, production of new stems right down at soil level.
