Who or what is munching the photinia?

New Photinia plant, and something's munching it along the edge of the red leaves.  Can't see anything obvious.  Does anyone have any ideas or recommendations for treatment please?

    Just a guess - either leaf-cutter bees or possibly sawfly larvae
