Tree covered in bugs - HELP!

Hi!! 

So my in laws have this tree in the garden, they cannot remember what it’s called? Any ideas? 

Also I’ve attached a picture of the situation, the leaves are covered in a tiny black bugs causing the leaves to shrivel up. They want to do whatever’s necessary to treat it if possible. Anyone have any ideas?

    Pop some ladybird or lacewing larvae on there and they’ll sort that lot out in no time.
