Flamingo Salix turned brown

Hi 
Our mature flamingo Salix has turned brown and I’m wondering what could be wrong with it. It is well over ten years old and has been flourishing the last few years. It’s grafted onto something else. Given it’s maturity and recent rainfall, I don’t think it’s lack of water. There does seem to be something green growing on branches though - I’ll include some pictures. Any suggestions very welcome.I was thinking of pruning and spraying all over with fungicide. Thanks

    It doesn't need fungicide, it needs water and lots of it. 
    Willows need permanently moist soil to be happy and even heavy rain will not penetrate the leaf canopy enough to counteract hot sun and drying winds such as we've had lately. It's got a lot of competition too.

    I agree.  Soak it and keep it well watered all thru summer.
