Black Spot on Roses

My rose "Teasing Georgia " has terrible blackspot. Looking on line I see Neem Oil is recommended. Has anybody used it ?

I rather think that Neem Oil or any other oil for that matter would just clog up the leaves and prevent them from absorbing moisture but others might know differently.
