What tree is this?

Hi all,

What tree is this? Its been growing in this space for about 6 years. Im not sure whather to move it, cut it down or let it grow. I suppose it depends on what it is. Are you able to ID from these photos?

Goat willow, I think.

In London. Keen but lazy.

Maybe a type of cotoneaster.
I think a Goat willow would have grown bigger than that in 6 years.

Gardening on the wild, windy west side of Dartmoor.
