Cuckoo Spit

I seam to have what I call cuckoo spit on a couple of plants in my garden more than usual. The lavender bush seems to be dying back. Does anyone else have this problem?

There was a feature on Cuckoo Spit and Frog hoppers on Springwatch yesterday evening. There was no mention of any current concern.
