Somethings eating guelder rose
My guelder rose, which I planted as a small bare root plant in November 2020, has been absolutely destroyed by something. I've pruned off all the destroyed parts, which unfortunately was 3/4 of the plant. There were some larvae on it, I've removed all I can find. I've looked it up and they could be viburnum beetle larvae.

Does anyone know if these are larvae? And can I do anything other than pick them off? And also will the plant recover? I'm worried it could spread, I have a bird cherry next to it that has a few holes, but I couldn't find any larvae on it. The dog rose on the other side looks fine.
TIA.

You can pick them off and squish them.
