    Hi. Some ideas:
    • Water like mad - it is near a wall and so will not get as much exposure to rain as you might think.
    • Feed it - a slow-release granular feed of some kind is a good idea - usually in the spring and then again in the summer.
    • Pruning - you need to know what kind of rose it is to do the `right` sort of pruning (ie shrub roses are different from climbing roses etc). Do you know? Maybe you could post a picture of one of the blooms when it opens, and someone might be able to identify it.

    ^ agree! I would add..

You can snip off any brown dead bits now, like that one bottom left of your photo.

Add a good mulch of well-rotted/bagged manure in winter/early spring in a circle around the base of each rose, not directly touching the bottom of the rose canes (stems). The gravel makes that tricky so you might be better drawing the gravel back. Gravel is not the best mulch for roses, organic matter like manure or compost is preferable.
