    I was thinking maybe some sort of camomile, or artemisia. 
    Is the foliage aromatic when crushed?

    It's getting a white daisy type flower which might narrow it down a bit

    Are you sure? It certainly looks like the cosmos my neighbour gave me last year.

    I’ll go with what @Loxley said,  Brachyscome daisy.   They thrive on bad treatment, that’s why they look good there in those tiny modules,  good for hanging baskets.
