Yes - remove those. If you want to take old or damaged foliage off, remove it right in close to the main plant too. It'll produce new foliage easily, and looks far better than being chopped part way along, as some of those have been. You can also divide the clumps to make new plants, or just reduce the size of the clump if it's too big for the space. You'll probably need a saw for that

as it ages the outer leaves get old and die and can be removed.
the upright dead stems are old flower stems.
The old flower stems I assume should also be removed?
