Laurel hedge gone wild

I have a laurel hedge alongside my drive the other side of which is a residents park area maintained by the residents management company. It has suffered lack of maintenance and is now hollow and wide with brambles and other trees embedded in it. What can be done to restore this hedge?

    If the hedge isn't yours to maintain, you really can't do anything.
    If you're allowed to maintain it [ie - you have the permission of the management company] it would benefit from being cut right back, and all the other stuff removed. How easy it would be to do the latter, would depend on the soil and what those other plants are.
    Brambles are shallow rooted, so not always difficult to remove, but not so easy if they're well established among lots of other shrubbery. 
    Laurel needs lots of water to thrive well, so it would need plenty after being cut back and all the area around it cleared. 
    It's a place where beautiful isn't enough of a word....
