Evening primrose leaf problem

I think this is my evening primrose but what is happening to the leaves?Thank you.

    @ladyjane23 I have seen this on Oenothera missouriensis in the past. I don't know what it is for sure, I pointed out to the garden owner as I wondered if it could be a virus. It was decided to leave it and it came back each year. 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    Is it water on the leaves being attacked by the sun?

    Umm a dilemma..the plant seems healthy enough. Thank you for you help

    @ladyjane23 Sorry I can't be more helpful. I have always found it difficult to spot it unless it is very obvious. The RHS is worth a try if you have a membership.

    @ladyjane23 Yes you could have a hunt for critters inside the leaf.
