@ladyjane23 I have seen this on Oenothera missouriensis in the past. I don't know what it is for sure, I pointed out to the garden owner as I wondered if it could be a virus. It was decided to leave it and it came back each year.

@ladyjane23 Sorry I can't be more helpful. I have always found it difficult to spot it unless it is very obvious. The RHS is worth a try if you have a membership.
