Palm regrowing...

So I rent a house and my landlady got a palm tree cut, it was beautiful but she wanted it gone. So she had someone come here and cut it at the base. It was huge. Anyway we had a stump but over the past 18 months it has now regrown into a large spike ball! So the palm spikes are now regrowing out the ground... Will the palm grow a new trunk and grow up again or will it just get bushier on the ground. Thankyou
