Campanula Chloe

I purchased Campanula Chloe in early spring. It has grown well but no sign of any flowers. Infact I doubt it will flower. I have grown other Campanulas such as C takesiman in the past and again flowering was poor. Can anyone help?
I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
