Cosmos seedlings with flower buds at 7" tall?

I sowed some Cosmos 'Antiquity' seeds earlier this year in my greenhouse. The plants are currently about 7" - 8" tall and are already developing flower buds. Is this normal as i'm lead to believe this variety should be growing between 50cm - 1m tall....

    No, but I've started pinching the buds off as they appear.

    If they get stressed, for whatever reason, they will start to produce buds much earlier than normal.
