Help please

I hope someone can help please.  I have a fuschia (churchill) that has been outside through the winter.  It seemed to be ok and had buds but I noticed the leaves were starting to droop and turn a bit yellow.  So I decided to take it out of the pot and just have a look.  I found a lot of these small pea sized white balls in the base of the plant but not in the roots.  Is it a fungus or does it come from a pest?  I removed most of them and put the plant back in the pot.  It's looking a bit limp but I'm hoping.  Thank you for any suggestions in advance.

    Could it be Perlite,  if you pinch a piece it squashes a bit like a polystyrene ball.

    I agree it does look like perlite - but I find if you squish perlite it turns to dust.
    It's basically volcanic stuff - a bit like pumice

    It’s fine .That’s just what the plant was grown in from the start. It’s not fungus .Suggest that you repot the plant and feed and water it and give it a chance to recover .Keep it out of the cold wind it’ll be fine I bet .

    Winston Churchill is not the hardiest Fuchsia. It might prefer to overwinter in an unheated GH. Overwintering rooted cuttings is a space saving option.
