Is this a crown gall?

I've been pruning back my Weigela's and previously thought it was a wasp nest so I didn't touch it. After some looking around, it looks as though this may be a crown gall?

The plant produces a lot of flowers and otherwise seems healthy, what would be the best approach here? do I need to dig this out to prevent it spreading to other plants?
