You might be pruning off the stems that carry flowers. It depends what type of hydrangea it is. Bone meal alone won't help with flowering- it isn't the same as Blood Fish & Bone. Correct pruning [if it's old enough to be pruned] good soil, plenty of moisture, and a slow release food [or liquid food] containing potash will promote flowering.
