Camellia

My camellia was planted in 2020 and has yet to flower. I have recently noticed this whitish layer at the new growth and some deformed leaves. Any ideas?

It's the most sheltered site I have - the close by rhodendroms, azaleas and tree ferns are thriving - and I do water a lot. That said I'll see if I can find a better site away from the sycamore.
