Problems with Creeping Juniper

We have dead brown areas on what is possibly a Creeping Juniper ?
These brown areas are spreading further across the plant year by year
We are based in Sheffield, UK.
Any advice on species and treatment much appreciated !

    The dead bits won't recover, so just clip them out.  :)
    The willow behind it will be depriving it of water. It'll continue to struggle because of that. 
    I doubt it's a juniper, as they have needle like foliage, but there are quite a lot of conifers that have that habit. There's a Siberian cypress which is quite similar. If you contact the Scottish Rock Garden Club, they might be able to ID it.  :)
    It's a place where beautiful isn't enough of a word....
