Is this black fly?

Just spotted all over my Rheum Palmatum. Is it black fly? What's the fix? Will I lose the plant or is it just a nuisance? I'll be gutted if I lose it, very proud of this one. ☹️

    Jet them off with a hose or use a soft brush that won't damage the leaves. Your plant will be fine :)
