Cherry tree leaves

My Stella Cherry tree leaves have come in only half the size they should be. Usually the leaves are about 4” long but this year they are only about 2” long and not fully opened. They have been like this for a month now. They are green however. My other cherry tree a Morello is fine. Any ideas what could be wrong? Cheers
