I usually sow mine on the 1st May, but that’s too early, this year sowed on the 5th, still too early, will do them on the 20th next year. Weather seems to be getting colder here, very cold nights recently, 3 - 4°. Maybe bit lower here. They do need warmth.

Have you tried soaking the beans for 24 hours before you sow? I've always done that & rarely get a problem with germination. My problem tends to be slugs & snails attacking the young shoots in the hours of darkness. I'm now trying a garlic spray as that is supposed to deter them.
