Apple tree drastic pruning

My plot used to have many fruit trees, but only 2 apples are in good condition. This other one has had a hard time of it, but I’d like to have a go at rejuvenating it.
it’s maybe not really clear from the pic, but it has 3 branches, the one on the right, it’s not dead, but has very few leaves. The other 2 just have leaves on the sunny side. 
I was thinking of cutting the branches quite low, so maybe twice the length of the trunk, all to the same height so it looks balanced. 
Does that seem ok? It’s a bit shocking in terms of the height of the tree, but it’s suffered so much the leaves are really only right at the top on 2 of the branches. 
Timing….October/November?

    Drastic pruning often causes masses of long water shoots to grow out of the tree, so is best done over a few years.
    I did drastic pruning on one of my apples and ended up with a thicket of water shoots that made the tree look awful, produced very few flowers and hardly any apples. I'm still thinning them out 3 years later.

    Yes that’s the sort of thing I was worried about. 
    I wonder if id get the same issue if  I pruned in the same way but in Summer?
    I’m not concerned about yield at all, but I want it to look good, and recover from its hard life.
