It will be easier to ID when it flowers. It looks pretty lanky, with just one point of sprouting, so it maybe be taller for that reason. You may want to take it back down a bit to see if it will get bushier.
I agree - I'd cut it back leaving 3-4 pairs of leaves on each shoot. That'll make it much bushier. Does it get enough sun? None of my many dahlias grow so lanky
