Sow outside is prob best at this time of year, but you could try both. I've not grown them for years and can't remember how I used to grow them, but I sowed some on 13th Apr in trays in the greenhouse - they stated slowly but have grown about 4" in the last week
PS - just came across the seed packet- Sow indoors Mar-Apr - harden off and plant out at end of May 30cm apart or Outdoors Apr-May - sow thinly and thin out leaving 30cm between each plant
