I planted my cosmos out into the garden over the last week and they are doing fine, they were a wee bit bigger than yours (and I had pinched out the tips to make them bushier). I have some dahlias out in the garden for nearly 2 weeks (they were started at end of March), again they were a wee bit bigger than yours (and pinched out to make bushier) but I have others that were only started about 4 weeks ago that are still in their pots (and are smaller than yours).
Planted most of mine out this weekend, they were maybe slightly bigger than yours. As a rule of thumb, I wait until the roots are holding the soil together into a coherent root ball (in a pot similar in size to yours). If half the soil falls away when I tip the plant out, then I wait a bit.
