Fungal? substance under dead leaves.

I am clearer up dead leave in a shady part of garden, I got a Laurel tree and notice under the dead leaves, there is white substance, looks fungal. Leaves have built up over the years and sadly neglected. The white stuff is only on one side of the tree, Is there any treatment, do I need to remove the white stuff. Plan was to plant some ferns and hostas around the base of the tree including some shade tolerant plants. Thank you for suggestions.

Yes it's a fungus or mould that is breaking down the dead leaves into nutrients for your plants. So it's friendly :)
So no need to remove it

@Pete.8 thank you, that’s great news. I guess it’s my mental association that all fungus/moulds are bad, but not the case in this context. This forum is a tremendous learning arena. Thank you.
