Remove or leave alone ?

Should I cut all the dead stems away or just leave them to naturally dwindle ? 
Probably not the best pictures but you can see them

    Cut them back, but take care not to damage the new growth. Even if you can't cut right to the ground, the new growth will soon cover it  :)
