Tree help please

Hi, I’m not sure what is growing on this tree and what should be done about it? (It looks like something ought to be done, I think!)

I think it's too late to do anything. It's some sort of fungus on the left (bottom as the pic stands). The branch on the right has no bark, trees can't live without bark. When pruning a branch, always cut back to where it leaves another branch. Stub end always die back and rot sets in

Looks like some sort of clusters of a woolly black aphid.  If you stroke them do they come off in your hand?  A close up would be useful.

We’ve noticed it after moving in, not sure what to do with it, leave it on or prune and cut off any affected areas?

Try blasting it with soapy water in a squirty bottle.
