Beetles on Elder bush

I have a young elder, planted a couple of years ago that is covered in small dark grey/black beetles along its stems. Does anyone know what they might be and whether they're likely to present a problem?

    Could you take a photo and post it on the thread (using the icon which looks like a postcard), @pbround?  We'd have a better shot at an ID then.   :)

    Turn a sharp jet of water from a hose onto them … it’ll wash most of them off.
