Poorly Plum Tree?

Hello,
Glad to be a part of the forum.
I'd appreciate someone's advice please with regards to a tree that we had planted for us around March time. I believe it's a young plum tree.
The time has come where all the small trees around us in Somerset seem to have gone into bloom or at least have some greenery/colour on them. This little tree shows no such signs and seems very twiggy and dry. Is it fair to assume it's dead?
I will try and attach a photo of the tree along with this.

    Hi, thanks for your reply!
    Basically, we moved into a new build last year. The landscaping/gardeners that they use for the estate planted it. I'm not too sure where it's come from unfortunately, and wasn't about when it was planted. I've watered it a couple of times just when it's been dry for prolonged periods.
