Will they flower?

I planted some Sweet Williams last year and they have grown quite well but with no sign of flowers.
They are all leaves and fluffy bits in the middle, are they likely to flower and if so, when?

    the fluffy bits in the middle may be flower buds

    I'm pretty sure the fluffy bits are the flower buds and they usually flower in June.
    Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.
  • They should be flowering very soon, so nutcutlet's comment sounds correct.

    My fluffy bits are just about to flower in London. Will be later in Scotland
