What on earth is this?!

So we had a big twisted willow thing growing in our garden we moved to last year. It was growing at a 90 degree angle as it was against a fence which shaded it & was way too big once we took that fence out.
 
We’ve tried to dig it out and my husband thought he could cut it low to the ground (got half way through before I said we need the trunk to lever it out) 

I’ve been digging it slowly but then had a few weeks off and it’s doing this! What on earth is it growing from the trunks/stems?! 

The 3rd photo is the branches I pruned off it and shoved into some soil to prove it actually IS a willow!

    Yes willow will do as you say. When they are pollarded/coppiced that is what they do.

    The new growth doesn't look like willow though? Was my first thought but really doesn't look like it. Unless it's just as it's such green soft new growth? 

    If so, need to decide between continuing to try and take it out or just let it grow from almost ground level...
