    The lid of the water treatment plant. I was warned to not to growing anything on or near it. 
    It is unsightly to say the least and makes the most irritating rhythmic slushing noise

    I agree.  All the more annoying as there is a 6' fence between them and the neighbour on the other side.  Our fence is only 3 ' high.

    Sounds like you will need to water your garden with a jet hose when the kids out there.
    Wet clothes may make them decide to move it.
