What is this plant? Poking through our fencing and has a milky sap when cut. I think it flowers but nothing dramatic from our side, it can get unruly. Is it some kind of honeysuckle or jasmine?

Star Jasmine - Trachelospermum Jasminoides. Lovely plant you should nurture it.

Thanks @Angelicant, it’s not mine but I’m happy to let it drape over our fencing then, unlike their ivy. I think the neighbour doesn’t know or care that much about plants but inherited some lovely things with their mature garden. It seems like quite a hardy and pest free plant.
