Can Bare root rose be saved?

I order some bare root roses online, two came perfectly healthy but the other one a rose eclair, looks wilted and has 'wrinkles' i have soaked the root and then potted it in compost and watered well. I informed the seller, but they said the state of the rose was due to their excessive pruning, and seemed reluctant to give a solution/replacement. Is there any chance for it?

    Where did you buy it? Do you have any pics of the roots?
    It's sprouting and green, so I think (personally) that it should be fine. Others might have different views.

    It was bought off ebay, from a seller who has a nursery in Kent. So I was hoping it would be quality plants.
    Unfortunately I didn't take any photos of the roots, but there was not much in terms of roots just a few long ones.
