Young Scots pines

Hi Spring gardeners...greetings.....my question is this...my partner has planted some young scots pines most of which have taken well but we have noticed this spring they are covered in tiny white specs. Is this sap? Fungal? Eggs? Can anybody recognise this and know how to treat it please?
