Tough plant id

I saw this at the Museum of the Home in Hackney at the weekend.  It was a woody shrub in the Herb Garden.  It was the only plant without a label!  The leaves were just appearing and in amongst them was the beginning of a flower bud and the young leaves were a bit furry.  Any ideas anyone?

    It looks like a Salvia to me, Google Lens returns 'Salvia elegans - Pineapple Sage' as the top hit. Although the leaves look a bit too hairy perhaps.

    I thought salvia Loxley but I thought salvia had a square stem and smelt of blackcurrant and this had neither.

    Thanks Heartinthedirt, I might investigate that but I find they tend to give you so many options you're not always better off.

    I thought it was Pineapple sage, but not sure about the leaves.
