Yes, new leaves emerging - all mine look like that too! I must admit they look a bit strange, but perfectly normal!

Perfectly normal. That's the new foliage looks when it's emerging, especially at this time of year. Nothing to do with weather conditions.
It's a place where beautiful isn't enough of a word....
I live in west central Scotland - not where that photo is...
