Tops of young hawthorn hedge appears to have a grey fungus

Any ideas what is causing this and will plants survive?

Never seen that before on a hawthorn. I can see tiny white spots, are they likely to be aphids perhaps if you look closely? I think I would be inclined to prune off the affected tops to below the 'fungus' but hopefully this gets your post 'bumped up' and other posters might have better ideas.
