Getting rid of a willow tree stump

My housing association had a mature willow tree cut down last year. A year later, the stump remains and water shoots are growing out of it. What is the best way to get rid of the stump to make way for another tree, without making the plot unusable?

    There is a product that will rot stumps if holes are drilled in them and the product inserted.  Having done that, as a 'belt and braces' idea, I'd suggest all the sprouts are taken off and the stump covered in black plastic

    I would cut all the shoots off ... and keep doing that ... and then either hire a stump grinder from a Toolhire place and deal with it, or get a contractor in to grind the stump out.  If you want to replant that'll be the quickest way.
