What's been munching my tulips?

A few totally decimated, a few with holes in the leaves, happily the majority are thriving. Just curious if none knows?

I planted some in the ground last autumn and the leaves emerged already damaged, I presume by slugs underground.
I've kept the ones in pots free of slug and snail damage, so in future I won't plant in the ground where I really want to make a feature of tulips. Odd ones dotted about or at the back of borders don't seem as bad if they fail, but I was disappointed when mine looked like your photo.
Of ten planted one has a flower!
Better luck next time or in a pot.
