Viburnum not flowering

I (stupidly) pruned my viburnum tinus a couple of years back at the wrong time of year and it’s never flowered since! Will they ever return?

    maybe. But pruning to a ball like that produces a neat shape and removes the flowering tips

    I'm quite surprised it's still in the ball shape if it's two years since it was last pruned. If you leave it alone to grow, it should flower eventually but it might be overhanging the steps quite a lot. If you want something that can be kept clipped it's perhaps not the best choice for that spot.

    Pruning for shape is often at the expense of flowers.  Give it a high potash feed and leave it to grow out a bit more.  If you must prune do it immediately after flowering, to allow it to produce the following years flower shoots.
