Cherry Tree Blossom

The last couple of years the blossoms on my cherry tree have shrivelled up to a brown cluster before fully developed. I notice this year that only the branches higher up the tree are developing leaves. The lower branches with the decaying blossom look lifeless. Is this tree dying or is there a treatment ?
