Can anyone advise how to release this tree fern frond that appears to be stuck in the trunk

  It doesn't look like a new frond - one of which is already present. How long has the "problem" one been visible ?  Last year ?  It is quite hefty. 
  If it isn't stopping new growth from the crown, I'd do as advised and leave it be. If you think it is stopping fresh growth, cut it off.
