I assume you mean the foliage is browning, not a trunk? Again - perfectly normal, as with phormiums, cordylines etc . Just remove those right in at the main trunk.

Yes, they do tend to loose leaves as the years pass. In the Spring (when it arrives and stays this time !), you can tug off the brown lower leaves . https://www.rhs.org.uk/plants/yucca/growing-guide
I've just pulled all the dead leaves off the bottom of mine, exposing quite a chunky trunk. Just make sure you have eye protection on as the points on the leaves are vicious. Gauntlets are useful too.
